How It Works
Environmentalists and economists agree that a carbon fee and dividend program is effective in reducing greenhouse gas emissions, resulting in a cleaner, more sustainable environment. At the same time, the carbon fee program would support Hawai’i's people financially and stimulate the economy.
Through our proposed program, a carbon fee would be assessed on imported fossil fuel, raising the costs of those fuels. The proceeds of this program would go into a trust fund, to be distributed as a dividend to Hawaii residents when they file their yearly tax returns. People who consume a lot of fossil fuel would end up paying more, but residents who conserve fuel by carpooling, taking public transportation, driving fuel-efficient vehicles, or moving to clean energy could get a dividend higher than their yearly fuel costs.
